Who We Are
The VA Office of Information & Technology, Enterprise Records Service is responsible for overseeing, directing and establishing long and short-term goals for VA's Enterprise Records Technology Programs. The Enterprise Records Management Service identifies Department's records needs and implements strategies to meet those needs. We advise senior officials and VA’s communities concerning records management and the feasibility quality of the Department's record priorities and implementation plans. We work to ensure that all Department of Veterans Affairs records are managed in the most effective and cost efficient manner and comply with the Federal Records Act of 1950.
What We Do
The Office of Information Enterprise Records Management Service support the overall VA Mission to ensures accuracy, quality and facilitates information management to deliver world class policies, guidelines and services to our Veterans and their family and to comply with Federal Regulations and Guidelines.
Enterprise Records Service Programs:
Records Management-Serves as the Department of Veterans Affairs (VA) principle means of providing a structured review of all records management programs and operations. It goal is to directly enable the continuous improvement in VA records management activities through ongoing evaluation and measurement of program work efficiency, and to develop recommendations and projects to increase productivity, reduce errors and optimize VA resources in the delivery of service.
Release of Names & Addresses (RONA)-Names and addresses may be released in accordance with sections 7721-7725 of USC title 38. These sections permit the release of names and addresses under VA's Outreach Program for the purpose of notifying veterans of non-VA governmental (Federal, State and local) benefits and programs. Title 38 of the United States Code authorizes the Secretary of Veterans Affairs (VA) to release the names or addresses, or both, of any present or former members of the Armed Forces, and/or their beneficiaries.
VA Publications-The Department of Veterans Affairs Directives and Handbook VA Publications web site provides Department-wide policy for VA's Directives Management System (DMS). VA's DMS includes directives, handbooks, and notices and is the official means by which Department-wide policies, procedures, requirements, and other information of general applicability will be issued to VA employees. Procedures for implementing the policies in VA Directive 6330 and VA Handbook 6330 Directives Management Procedures. Each administration, office of Assistant Secretary, and other key office must adapt the Department-wide formats and structures to their directives management programs.
Information collection Budget (ICB)-Under the Paperwork Reduction Act (PRA) of 1995 Federal agencies are required to report to the Office of Management and Budget (OMB) information being requested from the public. VA administers an integrated program of benefits and services established by laws for veterans, service personnel, and their dependents and beneficiaries. These programs provide medical care, compensation, pension, education, vocational rehabilitation and counseling, loan guaranty, insurance and burial benefits to veterans, members of the Selected Reserves and National Guard, and beneficiaries of veterans. VA collects only the information that is actually needed to administer benefits and services to veterans.
Information Quality-The Office of Management and Budget (OMB) required VA to prepare guidelines to ensure the quality of information disseminated by the Department. This is in response to Section 515 requirements of the Treasury and General Government Appropriations Act for Fiscal Year 2001 (Public Law 106-554; H.R. 5658). Section 515 directed OMB to issue Government-wide guidelines that provided policy and procedural guidance to Federal agencies for issuing their own guidelines for ensuring the quality of disseminated information.
Office of Information & Technology (OI&T) Records Control Schedule (RCS) 005-1- Title 44, Section 3301, of the United States (U.S.) Code
defines records as all books, papers, maps, photographs, machine-readable materials or other documentary materials, regardless of the physical form or characteristics, made or received by an agency of the U.S. Government under Federal law or in connection with the transaction of public business and preserved or appropriate for preservation by that agency or its legitimate successor as evidence of the organization, functions, policies decisions, procedures, operations, or other activities of the government or because of the information value of data in them.
